AAALAC International is a private, nonprofit organization. AAALAC International’s vision is “A world where excellence in animal welfare and science converge”. Its mission is to improve the welfare of animals in science and education through the accreditation of organizations meeting high standards of humane and responsible animal care and use.

To advance the global standardization of laboratory animal welfare and scientific research quality; promote the AAALAC International assessment process; refine detailed management practices in animal care and facility operations and build an excellence-driven world where animal welfare and scientific research are harmoniously integrated, the "2026 AAALAC International Accreditation Training" will be held in Chengdu from July 30 to August 2, 2026. This training is hosted by AAALAC International, Sichuan Laboratory Animal Science Association, WestChina-Frontier PharmaTech Co., Ltd.. Organized by the Shanghai Jiao Tong University School of Medicine continuing education. This year, we plan to invite more accredited institutions to participate in case sharing and on-site discussions, so as to further enhance the interactivity, engagement, and practical benefits of the training.

二、培训对象 Who should Attend:

此次培训面向正在寻求或已经获得AAALAC 国际认可的机构和人员,包括高校、研究、CRO等机构实验动物饲养管理与使用委员会(IACUC)成员、兽医、动物设施管理人员以及其他与动物护理相关人员。

This training is offered to personnel at institutions seeking or attaining AAALAC International accreditation including members of the institutional animal care and use committee (IACUC), veterinarians, managers of animal facilities, and related personnel working in the care and use of research animals who work in universities, research units and commercial organizations such as contract research organizations (CRO), pharmaceutical companies, medical devices testing units and research animal breeders.

三、内容与形式 Content and Training Information:

1.培训内容

培训旨在确保实验动物从业人员在开展动物实验前接受充分的培训,以此来改善科研与教学用动物的福利水平。掌握相关地方法规以及遵循AAALAC 国际认可规则、AAALAC 立场声明、实验动物护理和使用指南 (2011 版) 以及其他相关参考资料。 通过经验分享、现场讨论、设施参观,帮助已经申请机构更好的维持认可,和计划申请的单位通过认可。

Training content: The training will improve animal welfare in research, teaching and testing by ensuring adequate personnel training at all levels for a diversity of research programs and common animal species. Key aspects of the adequate animal care and use program standards must adhere to pertinent local regulations, and follow AAALAC International’s Rules of Accreditation (https://www.aaalac.org/accreditation-program/rules-of-accreditation/), accreditation standards (Accreditation Standards Overview - AAALAC) are applied to fulfill the missing areas in the local regulations and higher or more specific applicable recommendations, such as AAALAC International’s Position Statements (Position Statements - AAALAC), AAALAC International’s Guidance Statements (Guidance Statements - AAALAC), the Guide for the Care and Use of Laboratory Animals (National Research Council, 2011), and applicable Reference Resources (Reference Resources - AAALAC). Through experience sharing, on-site discussions, and facility tours, the program aims to help accredited institutions better maintain their accreditation, while supporting institutions planning to apply in successfully obtaining accreditation.

Speakers’ Biography

Dr. Gary L. Borkowski, D.V.M., M.S., DACLAM, CAE is Chief Executive Officer of AAALAC International, headquartered in Frederick, Maryland and has been in this role since October 2023. He is responsible for overseeing the administration of AAALAC’s International operations including offices in North America, Europe and Asia; supervising fiscal and personnel management for the association; promoting the organization’s mission; and serving as AAALAC International’s spokesperson. Dr. Borkowski received his veterinary degree from Iowa State University and a master’s degree in laboratory animal medicine from Pennsylvania State University. He has 38 years of experience in academic and pharmaceutical laboratory animal medicine. Dr. Borkowski has presented and published on topics such as rodent aseptic surgery, animal facility design and construction, institutional animal care and use committees (IACUCs), electronic medical records, microgravity research, and management and leadership. Dr. Borkowski is President of the International Colleges of Laboratory Animal Medicine, is past President of the American Society of Laboratory Animal Practitioners (ASLAP) and past president of the American College of Laboratory Animal Medicine (ACLAM). Dr. Borkowski received the Stange Award from Iowa State University in 2020. The Stange Award is the highest honor given to alumni of Iowa State’s College of Veterinary Medicine.

Dr. Montip Gettayacamin, D.V.M., DACLAM is Senior Director for Asia-Pacific at AAALAC International. In this role she supports AAALAC International’s accreditation program to advance research animal welfare in the region and assists institutions to attain accreditation. Dr. Montip received her veterinary medicine degree from Chulalongkorn University, Bangkok, Thailand in 1984. She is a diplomate American College of Laboratory Animal Medicine. She has over 35 years of experience in Laboratory Animal Medicine and previously served as Assistant Chief for Research and Laboratory Animal Medicine, and Senior Research Scientist at Department of Veterinary Medicine, United States Army Medical Component, Armed Forces Research Institute of Medical Sciences (USAMC-AFRIMS), Bangkok, Thailand. The program has attained AAALAC International accreditation since 1999. She has authored and coauthored more than 50 scientific publications. She translated the Guide for the Care and Use of Laboratory Animals, National Research Council (NRC, 1996 and 2011), the Occupational Health and Safety in the Care and Use of Research Animals (NRC, 1997), the Guide for the Care and Use of Agricultural Animals in Research and Teaching (FASS, 2010), and the AVMA Guidelines for the Euthanasia of Animals: 2020 Edition to Thai. Dr. Montip is a reviewer of Journal of Visualized Experiments (JoVE). She is a former member of AAALAC International Council on Accreditation. She had served on International Council for laboratory Animal Science (ICLAS) Governing Board and the Chair of Asia Regional Committee for 2015-2023.

Dr. Hui Li, Ph.D., DABT, ERT, UKRT TFM of Safety Evaluation Center, WuXi AppTec (Nantong) Co., Ltd.; Member, Council on Accreditation, AAALAC International, People’s Republic of China. Dr. Li received her doctorate degree in pharmacology and Toxicology from the University of Arizona, Tucson, Arizona. She is a diplomate of the American Board of Toxicology. She had worked at Brown University, Providence, RI, U.S. as a postdoctoral associate for about three years, concentrating on reproductive toxicology. As a researcher, investigator, and toxicologist for over thirteen years, Dr. Li has intensive experience working with laboratory animals in the fields of pharmacology, toxicology and nonclinical drug safety evaluations. She currently serves as a member of the AAALAC International Council on Accreditation.

Dr. Qin Li, Ph.D., M.Sc., B.A. is Professor and facility manager, Motac Beijing Services Lt.d, Beijing, People’s Republic of China. Dr. Li earned his laboratory animal science bachelor’s (B.A.) and preventive veterinary medicine master’s degrees (M.Sc.) from Veterinary School of Beijing Agriculture University, Beijing, P.R. China. He got his doctorate degree (Ph.D.) in Comparative medicine from Animal Medicine School of China Agriculture University, Beijing, P.R. China. His areas of research expertise include Construction, operation and maintenance of laboratory animal facility, development of animal models for neuro-system diseases especially NHP models. Dr. Li is Chief Scientist of China Laboratory Primate Breeding and Development Association and currently serves as a member organization delegate of AAALAC International.

Dr. Ling'en Li, M.V.M., RLATG serves as Attending Veterinarian at Jiangsu GemPharmatech Co., Ltd. She earned her Master of Veterinary Medicine (M.V.M.) degree in Clinical Veterinary Medicine from Nanjing Agricultural University, Nanjing, Jiangsu, P.R. China.  She has over 15 years of extensive experience in laboratory animal science, laboratory animal quality management and facility operations. She is a licensed practicing veterinarian, holds the AALAS LATG (Laboratory Animal Technician) certification from the American Association for Laboratory Animal Science (AALAS), and currently serves as an ad hoc visitor for AAALAC International.

Dr. Yao Li, Ph.D., D.V.M., NVLE, DCCLAM is Associate Professor and Director, Department of Laboratory Animal Science, School of Medicine, Shanghai Jiao Tong University, Shanghai, People’s Republic of China. Dr. Li earned his veterinary medicine bachelor’s and master’s degrees from Hunan Agriculture University, Chang Sha, Hunan, China in animal reproduction and embryology technology and his doctorate degree from South China Agriculture University, Guangzhou, Guangdong, China in developmental biology. His areas of research include nuclear transfer, production of transgenic animals and laboratory animal medicine. Dr. Li is an American Association for Laboratory Animal Science certified Laboratory Animal Technician and currently serves as a member of the AAALAC International Council on Accreditation.

Dr. Yu Bai, D.V.M., Ph.D. is Director, Animal Facility & Operations, Beijing Novo Nordisk Pharmaceuticals Science and Technology Co. Ltd., Beijing, People’s Republic of China. Dr. Bai received her veterinary medical degree from the China Agricultural University, Beijing, People’s Republic of China and her doctorate degree from the University of Maryland, College Park, Maryland. She has extensive experience with animal research models, including farm and metabolic animals, as well as transgenic mice. Dr. Bai is also familiar with the laws and regulations on animal welfare in the U.S.A., Europe and China. She currently serves as a member of AAALAC International Council on Accreditation.

Dr. Jin Lu, MVM, NVLEserves as Attending Veterinarian in the Department of Laboratory Animal Science at School of Medicine, Shanghai Jiao Tong University. Dr. Lu graduated from Shanghai Jiao Tong University. She holds certification in veterinary radiology, University of Queensland, Australia. She was awarded the Dean’s Commendation for Academic Excellence twice, along with a research scholarship from the University of Queensland. Dr. Lu has published multiple scientific papers, several of which received Outstanding Paper Awards in 2018, 2019, and 2022. Her professional expertise is focused on small animal imaging. She serves as a member of AAALAC International Council on Accreditation and a member of the Laboratory Animal Welfare and Ethics Committee of the Shanghai Laboratory Animal Society. 

Dr. Xiao (Frank) Lu, D.V.M., Ph.D., RLATG is Attending Veterinarian, and Director of General Lab Operation, Dizal (Jiangsu) Pharmaceutical Co., Ltd., Shanghai, People’s Republic of China. Dr. Lu received his master’s degree and Ph.D. in veterinary medicine from Nanjing Agriculture University, Jiangsu, People’s Republic of China. His research area including anesthetic drug on laboratory animals, laboratory animal management and new drug discovery. He has been an Attending Veterinarian and Institutional Animal Care and Use Committee member for over 15 years. Dr. Lu is a registered veterinarian in China Ministry of agriculture and rural affairs. He is certified as a laboratory animal technologist by the American Association of Laboratory Animal Scienceand currently serves as a member of the AAALAC International Council on Accreditation.

Dr. Xueying Pan, Ph.D., D.V.M., M.S. is General Manager, Huangshan Innostar Bio-tech Co., Ltd., Shanghai, People’s Republic of China. Dr. Pan received his master’s degree in veterinary medicine from Huazhong Agricultural University, Wuhan City, Hubei Province, People’s Republic of China and received his doctorate degree in preventive veterinary medicine from Shanghai Jiaotong University, Shanghai, People’s Republic of China. He has experience in the field of contract toxicology research programs and currently serves as a member of the AAALAC International Council on Accreditation.

Dr. Nattapon Panupinthu, M.D., Ph.D. currently serves as Director of the National Laboratory Animal Center (NLAC) at Mahidol University and Occupational Health and Safety (OHS) Officer at the Central Animal Facility (MUSC-CAF) within the Faculty of Science at Mahidol University. Dr. Panupinthu obtained his M.D. with first-class honors from the Faculty of Medicine at Ramathibodi Hospital, Bangkok, Thailand. Following this, he pursued a Ph.D. in Physiology at Western University, London, Ontario, Canada, and completed a postdoctoral research fellowship at the Division of Cancer Medicine, The University of Texas MD Anderson Cancer Center, Houston, Texas, United States. His expertise lies in basic and translational research involving transgenic and knockout animals, coupled with advanced in vivo imaging techniques. Dr. Panupinthu has played a pivotal role in establishing MUSC-CAF as an internationally recognized institution, setting a high standard for the care and use of research animals in Thailand and earning AAALAC International accreditation since 2018. He currently serves as an AAALAC International ad hoc Visitor.

Dr. Jihong (Kobe) Liu, Ph.D., D.V.M. is Deputy General Manager, Shanghai Kaichun Group, Shanghai, People’s Republic of China. Dr. Liu received his master’s and doctoral of veterinary medicine degrees from Yangzhou University, Jiangsu, People’s Republic of China. He has held positions in academia and the pharma central industry in the past 20 years. He has extensive experience with the care of transgenic animals and veterinarian medicine together with expertise in management and development of animal care and use programs and physical plants. Dr. Liu currently serves as a member of the AAALAC International Council on Accreditation.

Jin Liu, D.V.M., M.S., Ph.D. is Chief Executive Officer, Beijing InnoModels Biotechnologies, Changping District, Beijing, People’s Republic of China.  Dr. Liu received his B.S. in veterinary medicine and M.S. in preventative veterinary medicine from the China Agricultural University and a doctorate in Microbiology and Immunology from the University of Minnesota, Saint Paul, Minnesota.  He completed his postdoc research training in Immunology at the Scripps Research Institute.  He has extensive experience with animal research models, including farm and humanized animals, and currently serves as a member of the AAALAC International Council of Accreditation.

Mr. Yuntao Wu, MV.M., LATG is veterinary manager, Animal Welfare and Veterinary Services, LabCorp Pharmaceuticals R&D (Shanghai) Co., Ltd, Shanghai People’s Republic of China. Mr. Wu earned his veterinary medicine bachelor’s and master’s degrees from China Agriculture University, Beijing, China. His experience in industry includes preclinical drug and medical devices testing, and animal vaccine development. Mr. Wu is an American Association for Laboratory Animal Science certified laboratory animal technician and currently serves as an ad hoc visitor for AAALAC International.

Ms. Xiaojie Xie, Senior Veterinarian, is the Director of WestChina-Frontier PharmaTech Co., Ltd.., Chairperson of the Sichuan Association for Laboratory Animal Sciences, She earned her Master’s degree in Animal Science from Sichuan Agricultural University and has nearly 20 years of experience in laboratory animal husbandry, animal welfare management, and animal facility operations. She is also the Vice President of the Laboratory Animal Veterinary Chapter of the ‌Chinese Veterinary Association‌, and an expert in the Sichuan Laboratory Animal Management Expert Database. She service as  hoc of AAALAC international.
